Scaled for the largest public infrastructure disputes; agile enough for highly specialized, single-issue commercial advisories.
JTE pairs a nationally recognized construction claims expert with a defined three-tier engagement model and an integrated roster of forensic, scheduling, and commercial specialists. The Managing Principal is the single point of accountability on every engagement, regardless of scale.

Every engagement at JTE is led by the Managing Principal and staffed against the specific demands of the matter. This three-tier model provides senior accountability, dedicated execution capacity, and on-demand specialist depth without the overhead structure of larger consultancies.
Jiwan Thapar personally leads case strategy, theory of the claim, expert opinions, and all senior client-facing interactions on every engagement. The named expert is on the matter, never delegated, never substituted. JTE does not operate a pitch-and-delegate model.
Led by our Managing Principal, our expert team securely processes millions of project records, specializing in Primavera P6, forensic data extraction, quantum build-up, and litigation-grade reporting.
For complex cases, JTE integrates a vetted network of forensic accountants, quantity surveyors, and engineers, all seamlessly managed by our Managing Principal under strict, proprietary quality controls.
JTE delivers a focused set of capabilities at an expert level. Each engagement draws on a combination of these capabilities that best fit the matter.
Critical-path delay analysis using internationally recognized, court-accepted forensic scheduling protocols, including Time-Impact Analysis (TIA), Time-Slice Windows Analysis, Collapsed As-Built, and Impacted As-Planned methodologies. Designed to isolate causation, assess concurrency and pacing, identify out-of-sequence work, and produce conclusions that survive arbitration- and court-level scrutiny. Grounded in AACE International recommended practices and the SCL Delay & Disruption Protocol.
Quantification of direct, indirect, and consequential damages, including productivity loss and disruption damages using the Measured Mile methodology, System Dynamics modelling for cumulative impact analysis, and the Eichleay formula for unabsorbed home-office overhead. Quantum opinions are anchored to contemporaneous, project-specific evidence, not generic industry studies.
End-to-end preparation, evaluation, and defence of construction claims for owners, contractors, sub-contractors, sureties, and insurers covering issue identification, causation, notice compliance, entitlement, and quantum. Defensible documentation packages prepared to evidentiary standards expected in arbitration and litigation.
Independent expert reports, responsive rebuttals, deposition and discovery support, and oral testimony in litigation, arbitration, mediation, and dispute review board proceedings. Reports are prepared to the standards of expert evidence applicable in Ontario Superior Court (Rule 53 / Code of Conduct for Expert Witnesses) and equivalent Canadian fora, and are structured to withstand cross-examination.
Real-time commercial and dispute-avoidance advice during project execution, including contract interpretation, notice and entitlement strategy, change-order entitlement assessment, risk and exposure positioning, and negotiation support for owners and contractors operating in high-stakes infrastructure and institutional environments.

Custom claims-management training programs, in-house workshops, and structured learning content for owners, contractors, and public-sector clients — built on the same analytical frameworks JTE applies in live disputes.
For larger engagements and specialized scopes, JTE deploys an integrated roster of vetted external subject-matter experts. These specialists are not arms-length referrals; they are engaged under JTE's proprietary analytical frameworks, quality-control standards, and confidentiality protocols. The Managing Principal remains the sole accountable lead on every engagement, regardless of how many external experts are deployed, thereby preserving a unified strategy, consistent work product, and client privilege.
JTE has been retained on some of Canada’s most complex public infrastructure and institutional projects.
JTE’s professional standards are anchored by industry-recognized credentials and active association memberships:

JTE’s work is judged by the institutional clients it serves and the counsel who retain it on complex matters. Selected client comments:
Initial consultations are confidential and without obligation. We will assess fit, conflicts, and scope before proposing any engagement.
Managing Principal Jiwan Thapar personally leads every JTE engagement, including the analytical framework, technical conclusions, and any required expert testimony. JTE does not operate a pitch-and-delegate model.
Yes. JTE’s three-tier engagement model is built precisely for matters of that scale. The Managing Principal directs the matter; trained internal analysts execute heavy data, schedule, and quantum work; and the integrated specialist roster is deployed where additional discipline-specific depth is required.
JTE performs a documented conflict check before accepting any engagement. The firm’s expert-led
model is structurally conflict-light compared with multi-office consultancies, which often operate on the
same projects on multiple sides.
Canada-wide, with the strongest concentration of engagements in Ontario and the Greater Toronto Area. Work spans municipal, provincial, federal, and private institutional clients across infrastructure, transit, commercial, and institutional construction.
